Description: In this report, we examined the effects of policy changes, such as welfare reform and specific government cash and near cash benefits, on child poverty in the state of New York. These policies and benefits, coupled with other well-established programs and services, effectively promote the well-being of children.
For example, early learning opportunities through investments like Head Start and quality universal prekindergarten, as well as early access to health care make substantial contributions to children’s healthy development, and minimize the impact of poverty. Given evidence on the effects of such services, as well as the effects of benefits described in this report, it is apparent that many different service systems contribute to the positive well-being of poor and low-income children.

Children in state-funded prekindergarten programs were more likely to be in classrooms that met NIEER benchmarks for quality than were children in center-based child care and early learning programs licensed by the states. The state in which a child lives, as well as the family’s income level, determines the child’s chances of benefiting from state-funded or federally-funded programs.

The advisory committee of the Nevada Registry (a clearinghouse of all trainer and training approval) recommended that ECE trainers be required to meet predetermined trainer criteria based on education and experience. The researchers in collaboration with the Nevada Registry conducted a statewide online survey to determine the current status of ECE trainers in Nevada. This information now guides the development of ECE trainer criteria. The results of this survey suggest that greater consideration should be given to the professional development of ECE trainers. Compared to other preschool settings these state-funded PK programs maintain relatively high standards. But they still have many teachers without college degrees who are paid substantially less than public school teachers. While class size and teacher-child ratios are acceptable, opportunities for learning are lower than anticipated.

Description: This PACE policy brief discusses findings that corroborate national evidence that gaps in early learning are discernible, and at times quite large, as children enter kindergarten. Prolonged participation in quality center-based programs appears to raise children's developmental trajectories, after taking into account a variety of parental attributes and home practices, and offers a promising approach to reducing disparities and improving the proficiencies of all children.
